working to fix the problem. good morning. good morning. we're here in the 1200 block of north capital street. you can barely see that building because it's pitch black, they have no electricity. but all of the people who live there are still inside of the apartment building. so this is what the city is doing. they have a cooling center. it's a metro bus. they have the air conditioning running there for residents who are interested, they can come get on the bus and cool off. we're told by dc fire and ems they had 15 people on the bus earlier. they had to transport one person to the hospital, one other person had to be evaluated for heat-related illnesses. if you take a look down the street, that's where dc fire and ems are set up outside of this apartment building in the 1200 block of north capital. they also have the same setup at 901 new jersey avenue and another setup similar to this at 11:40 north capital. all of these units are standing by trying to assist people in
case they have some issues. let me show you what it looks like here yesterday, t erk pco crews are working around the clock to restore electricity to folks who are in this community and around this area. all of the businesses here lost power as well as some of the apartment complexes as well. folks are trying to cool off in the record-breaking heat that we've been dealing with. but the folks here at dc fire and ems tell me one of the things that makes the difference is the rain that we got yesterday evening to help to cool the temperatures off. they're telling them they are comfortable right now because they're just not as bad as it feels. they are systematically going door-to-door knocking on the doors of residents to make sure they're okay. providing water if they need it. making sure no one needs to go to the hospital. they're inside the buildings for the air conditioning. we're hoping that tepco will take this stuff by at least
noon. for all we know right now, that seems to be the plan. tracee wilkins live with you this morning. metro riders, you have to hike up the steps for the next few weeks. one out of every five escalators is out of service this morning. 131 out of 588 escalators are under repair. metro says it will take a few days to make all of those repairs. last week, the agency fixed 21 escalators when it shut down four stations for track work. >> no fun hiking up when it's hot outside. a little bit of relief. >> quite a bit of relief. the humidity is down. the humidity in a big way. what brought this relief is the fact that the cold front came through the area. some got storms, some didn't. we're not going to have extreme weather. not talking about any thunderstorms or heat advisories either. the heat wave over. check in on the temperatures, 76

over to springfield, to maryland, that is, 270 southbound 109, we see those delays early. right now, it's looking good as you make your way down 270. back to you. >> all right, thank you. new from overnight, privilige privilige is investigating a serious shooting incident. after midnight, police responded to a call at east capital street and crown street. a van veered off a road and hit a tree. it had bullet holes in it when it crashed. police are not rehe'sing any more information. we will continue to bring you updates as they become available. also tonight, police are investigating a fatal stabbing in northeast washington. it happened in the 700 block of 24th street at 1:30 near springham senior high school. a man in his 30s was stabbed once in the chest and pronounced dead at a local hospital. 4:34 is the time. the resident of a gaithersburg
neighborhood are scared this morning as police remain quiet surrounding the circumstances of a 12-year-old girl's death. she was found in the basement of a townhouse on tuesday night. jackie benson has the latest on what the police are saying about the investigation. the townhouse in gaithersburg remains sealed off. crime scene investigators continue to come and go. it indicates that detectives believe that she holds the secrets to who murdered her. the body was found in the basement of the house. in the ensuing 24 hours, no warnings to the public, no plea to be on the lookout for suspicious persons. they did take into evidence a vehicle of someone who spends a lot of time in the home. jessica lives here with members of the extended family, some of whom are home when the girl's body was discovered.
are people in danger? the answer? >> we're looking at every possibility. the investigation is very active at this time. >> jessica, a shy and very quiet girl never mentioned she feared anyone who live in the home. throughout the day, her friends from gaithersburg middle school placed flowers. >> me and her, we would share everything together. like pretty much everything. >> police have removed some items of potential evidence from the home. but they have not provided details. jackie benson, news 4 today. >> it could be next march until dc police can use breathalyzers to nab drunk drivers. the breath test program needs to be overhauled and that could take ten months. police and prosecutors will have to use urine samples and roadside sobriety testing since then. they've been without testing since last year when a contractor discovered the
machines had been miscalibrated and overstated the pret loser results in hundreds of cases. local, state, and federal officials will come up with a plan of the cost of extending metro to dulless. the u.s. transportation secretary raila hood to resolve a dispute over the project. the metropolitan airport's authority wants to build an underground metro station at dulless. authorities say the underground station will be too expensive. they want it above ground. the two sides failed to reach an agreement on what to do about the dulles station but they will work together to come up with a financing plan within throw 30 days. the dow will open today hoping to make up some ground after the single day losses of 2011 so far. the dow dropped 279 points, a 2.2% fall and that's the biggest fall in the year. nasdaq didn't fare any better. overall, 2011 has been good to
